Programmatically retrieving Document ID
After uploading the file using graph api you will get drive item id.
Use drive item id to retrieve list item (If resource type is SharePoint)

Graph API unauthorized error for specific user only
As per your description it seems it is blocked or not allowed by your security ops teams.
I would suggest register an app and use postman instead of graph explorer.
