You can achieve this by keeping the following code in Content Editor WebPart.

$(document).ready(function(){

$('#pageContentTitle''#DeltaPlaceHolderPageTitleInTitleArea').wrap('<a href="Your Link" />');

});

Where pageContentTitleDeltaPlaceHolderPageTitleInTitleArea is the Id of your title placeholder.

I achieved this functionality in past.
