Gallery with multiple Sort fields will not show any data
Although it's not directly related, it seems IsBlank() function is not a supported delegable to SharePoint. Could you replace it with Blank() and try it again?

Is there any restriction on the number of "=" inside the Filter?
There is no restriction/limitation on using multiple conditions inside Filter function in Power Apps.
I just tried using same formula on SharePoint list with more than 35000 items and it is working ...
