The last option I'd go with is the workflow: workflows are slow, buggy, do not work at all when there's a lot of them running, complicated to debug, and most of all they completely disturb the users since they're visible in the UI (with a messy UI). Why would a background task be visible in the UI? In addition, conceptually, your task is not a ...
(A code-only option, as an extra, not necessarily a suggested answer but one for others who will in future come across this question)

Check if a column named "Review Date" of an item is met (Review date
= today), and if so, to change the item status to be "In Progress".
Then to send an email to the "Assigned To" user , that there is an
item assigned to him with “Review Date” that have been met.
I would go for a Workflow. Why? Well, ...
I would probably do it with a new document library where the files can be moved to. Permissions would be add only (a custom one to create) and set the library properties to exclude it from search. Then you could create a workflow upon marking the document as "complete" it moves it to the library and then deletes the current file.
Item expiration is handled by two timer jobs in the farm, Information management policy and Expiration policy. The first job runs through and marks all expired items ready for expiration, and the other job comes through and cleans them up. In a default SharePoint installation (on prem), these are run weekly. These can be adjusted to run daily to handle ...

I've resolved this. Per Microsoft:
Note: Information management policies are compiled by an Information
Management Policy Timer Job, managed by Microsoft, which runs weekly.
Therefore, your policies may not take effect immediately. The

Would the customer be willing to use 'In Place Records Management' instead? This post is helpful in giving some description as to what In Place Records Management would entail.
It sounds as though the requirement is for a single document library - in which case you can configure this in Document Library Settings/Information management policy settings/...
