This workflow is/ should be done by using SharePoint Designer. There are only a few ootb statements, new one have to be designed, with and without use of Visual Studio.

Workflow opens blank on Sharepoint Designer 2013
Service Pack 1 worked for me as well - here's the 64-bit version: https://www.microsoft.com/en-us/download/details.aspx?id=42009
