I've had this problem recently with IE11 x64, I did the following:
1. Click the settings cog
2. Click "Compatibility View Settings"
3. Tick the radio button for "Display intranet sites in Compatibility View"
This then made the "Open with Windows Explorer" option available again in the "Actions" menu. HTH others it seemed a quick easy fix.
