Create a Team site and make sure you use Classic Template.

Download and Install SharePoint Designer

In the site settings, enable Custom JavaScript. Which will allow you to open it in a SharePoint Designer.

When your site opened in SharePoint Designer, open master directory there you can either create master page with your HTML and CSS.

You can replace existing HTML and CSS with your one.

There is much more activities you will need to do other than this. 😉

You can also use modern template but there you will need SPFx.

Update On modern sites in SPD

Official doc is saying no, Customizing "modern" team sites

While plenty others are saying yes,

Personally my answer is No but you can try this and if it worked please let me know.

  1. Get SharePoint Online Management Shell
  2. Connect to SharePoint Admin
Connect-SPOService -Url https://yourtenant-admin.sharepoint.com
  1. Set DenyAddAndCustomizePages to false
Set-SPOSite -Identity https://tenant.sharepoint.com/sites/contoso -DenyAddAndCustomizePages 0
