I have the following folder structure within a SharePoint Document-Center Library:

 - Site A
  - Site A\Management
 - Site B
  - Site B\Management
 - Site C
  - Site C\Management

With the following Active Directory Groups:

 - Access Site A Staff
 - Access Site A Management
 - Access Site B Staff
 - Access Site B Management
 - Access Site C Staff
 - Access Site C Management

The Staff groups should have Read, Create, Write, and 'Delete Subfolders & Files' permission to their appropriate Site, but no vision of the Management Folder.

The Management groups should have Read, Create, Write, and 'Delete Subfolders & Files' permission to their appropriate Site, including the Management Folder.

All the folders already exist along with the active directory groups, but can be delete / remade as they are currently not in a production environment.

Repeat for approx. 700 sites.
