I am retrieving items from a list, which has 5 items, but I only want 4 to show and every time I add a new item I want the new item to show first and then the other 3 items to follow and the fifth item must not show.

If you change your query to

/cyberSecurity/_api/web/lists/GetByTitle('phishingExamples')items?$orderby=Created desc&$top=4

you should get the 4 newest list items in order from newest to oldest, based on the Created date.

If you want the most recently modified to be first, you would $orderby=Modified desc.

Keep in mind that these will already be in the order you want, so you may have to change that prepend to be an append.
