I'm trying to migrate a file with a custom field that will take a user or group as a value via the SharePoint Migration Api, but can't seem to get it to to migrate the custom field. The file itself gets migrated, and I am able to update the modifiedBy and author values with a user that is retrieved from the UserGroup.xml but the custom field doesn't update. Also the additional custom text field does get updated and there are no errors reported back in the import logs. Any advice as to what might need changed would be appreciated!

Code From the Manifest.xml - Guids and Ids removed

<SPObject ObjectType="SPListItem" Id="A Guid" ParentId="A Guid" ParentWebId="A Guid" ParentWebUrl="/destination" Url="/FolderMetadata/Break/Document.docx">
    <ListItem Name="Path/tcdestination/FolderMetadata/Break/Document.docx" ContentTypeId="An Id" DirName="Path/tcdestination/FolderMetadata/Break/Document.docx" FileUrl="/FolderMetadata/Break/Document.docx" Id="A Guid" IntId="2" DocId="A Guid" Author="18" ModifiedBy="18" TimeCreated="2019-07-09T15:51:08Z" TimeLastModified="2019-07-09T15:51:33Z" ParentWebId="A Guid" ParentListId="A Guid" ParentFolderId="A Guid" ModerationStatus="Approved" Order="200">

      </Fields>
    </ListItem>
  </SPObject>

Code from the UserGroup.xml

<UserGroupMap xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:xsd="http://www.w3.org/2001/XMLSchema" xmlns="urn:deployment-usergroupmap-schema">
