I have two web application setup in my on-prem SharePoint 2013 installation. I've gone ahead and configured SP 2013 workflow manager to work on the first web application. The workflow works without a problem.

The second web application was setup and configured AFTER the first web app and after the SP 2013 workflow was setup. For some reason, the 2013 workflows are not working on the second web application. Looking at the logs for the WorkFlow Management instance shows the following error (I've replaced the GUID and sensitive info):

Attempt 4 of the HTTP request to 'https://webapp2.company.com/TESTWorkflow/_vti_bin/client.svc/web/lists/getbyid(guid'XXXXXXXXXXXXX')' failed with response '<Exception. No Status Code>'.
Attempt 3 of the HTTP request to 'https://webapp2.company.com/TESTWorkflow/_vti_bin/client.svc/web/lists/getbyid(guid'XXXXXXXXXXXXX')' failed with response '<Exception. No Status Code>'.
Attempt 2 of the HTTP request to 'https://webapp2.company.com/TESTWorkflow/_vti_bin/client.svc/web/lists/getbyid(guid'XXXXXXXXXXXXX')' failed with response '<Exception. No Status Code>'.
Attempt 1 of the HTTP request to 'https://webapp2.company.com/TESTWorkflow/_vti_bin/client.svc/web/lists/getbyid(guid'XXXXXXXXXXXXX')' failed with response '<Exception. No Status Code>'.

I never ran the Register-SPWorkflowService on the second web application. Do I need to do that?
