I am working on an on-premise sharepoint server 2013 farm. i have the following:-

1) i have a team site collection which contain 5 sub-sites. 2) under each sub-site i have a custom list named "Managers". 3) under each sub-site i have a custom list named "Projects". 4) now i want to create a site column at the site collection level, of type Lookup name "Project Manager". then under each of the subsites' Projects list to link the lookup column with the related Manager list.

what i am trying to do is similar to how the built-in "Related Issues" lookup column works inside the built-in Issue tracking lists. where this "Related Issues" site column is created at the site collection level, and have empty "Get information from", as follow:-

then when a new Issue tracking list is created at any sub-site, the "Related Issue" lookup column will be linked to the list as follow:-

now in my case when i tried to create a new Lookup column named "Project Manger" at the site collection level, then i have to specify the "Get information from", but i want this to be empty at the site collection level, and to override it at the list level...so how i can created a lookup column which mimic the built-in "Related Issues"?? also even if i try to link the lookup column at the site collection level, with a random list which is defined at the root site,, i will not be able to modify the "Get information from" at the list level...
