What you have mentioned in your question is the right answer to view existing rule actions on form submit

by Going to Data Tab > From the above ribbon , Just click on the Form Submit
> and the Rule page will open for only Form Submit
But the strange behavior is when you said I get a prompt to create a new one ! where you should get Rule Details dialog that is not considered a new rule ! it shows the action detail
Note : create a new rule does not show a prompt dialog , it's created in place by clicking on New button.
Also, in Rule Details dialog
you can change the action of this rule as the following and may be this the main reason that makes you fell it's a new Rule

submits all of the data in a form based on your selected Data Connection
that in your case , it's a SharePoint Library Submit 2.
And to know what the Submit action actually do as you mentioned in your comments, you will need to check the Data Connection detail that you have selected in your action by doing the following :
- Go to Data tab > Click on Data Connection > now you should see all data connections >
- Select the data connection that you have selected before in your action to see what action actually do in details section as shown below,
In my case, it's called
Submit Email
.
Also, you can review and see the action detail as step by step or modify it by clicking modify for the selected Data Connection.
