This script will add folder to any library:
var list = ctx.Web.Lists.GetByTitle(listName);
var folder = list.RootFolder;
ctx.Load(folder);
ctx.ExecuteQuery();
folder = folder.Folders.Add(folderName);
ctx.ExecuteQuery();
