I'm tying to create a new WebAppp in my farm through CA - UI . But in the end of job, the window throws an exception with "Connection failed."

In my logs I find this msg:

WebConfigModification: Changes not applied to web application [webApp Name]- Test with Url http://

It seems like the process could not finish to write something into the new WebApp Web.Config. If I create a new Site collection with root, it does it but when I try to call the new SC URl it doesn't work!

Logs when trying to access to the new WebApp SC:

This is a common problem when you already have some web applications in your trunk. Looks like you got lots of them so i'm sure this is applicable for you.

I'm gonna quote my old answer to the same question.

This is usually because you either have too many Web Applications in your SharePoint Server, or because your SharePoint Server is slow! As part of the Web Application creation process, SharePoint resets IIS. By Default, the application pool only allows for 90 seconds for all the connections to close before it down by force. If you got this message it’s because 90 seconds wasn’t enough and we need to increase that limit.

I found the solution here, and it worked perfectly. Go into IIS and change the property "shutdown time limit" for the central admin application pool from 90 to 300 seconds.

Internet Explorer cannot display the webpage when creating new Web Application in SharePoint 2013

Unable to create new web application

  • Unfortunately It doesn't work for me. – hello B May 25 '15 at 14:26
  • Did you do it for the central admin web application on your application server and did a iisreset afterwards? – Christoffer May 25 '15 at 14:30
  • Exactly! App pool of CA on my App Server! IIS Reset as well! – hello B May 25 '15 at 14:34
  • While you do have lots of web application ( i think Microsoft recommend to have a maximum of 20 ) i think you can try to add 600 seconds instead of 300 seconds. On the other hand, have you tried creating an new one using powershell? social.technet.microsoft.com/wiki/contents/articles/… – Christoffer May 25 '15 at 14:36
  • I've put 5000 sec.. Let's try PS! – hello B May 25 '15 at 14:37
