To be able to add keywords, best bets, user contexts, a user needs site collection administration. You don;t want to give full site collection administrator rights to the user who just needs to manage those keywords, as he will have access to all data within that sitecollection. | |

Having a search center inside your existing Site Collection does not fill up any space, and it is easy enough to pull it out into a seperate site collection if need be. | |
