try this code: var path = SPUtility.GetGenericSetupPath(@"TEMPLATE\LAYOUTS\MyPoject\data.xml"); XmlTextReader reader = new XmlTextReader(path);reader.Read(); using this method you open file by its physical path, not by uri. but it depends on your needs.
