RegisterClientScriptInclude should have a valid url, it's missing http://sitename Try SPContext.Current.Site.Url + "/_layouts/15/MultipleDragDropAttachment/DragDrop.js"

If it is an application page add it in the aspx as below src="/_layouts/15/MultipleDragDropAttachment/DragDrop.js"
