Restricting Determine user to create new leave request whileif the user has a pending request

I have Leave Form that is created in InfoPath and Published it to sharepoint 2013.

My task is to restrictdetermine if the user or employee/employee has a Pending Leave request and not allowing the user/employee to create new leave request while employee has a pendingone if the request is not completed.

Could this be possible? Hope someone could help me. Thanks in advance

My task is to determine if the user/employee has a Pending Leave request and not allowing the user/employee to create new one if the request is not completed.
