Strangely this seems to be different in 2010 to 2013. Members group and/or edit permissions still allow access to Top Link / Quick Launch

Member group and all permission levels are 'OOTB' (running this on a frequently snapshot reset test system). Additionally I seem to remember (though can't find reference now) that the way the quicklaunch is implemented under the hood is different 2010 onwards.

You don't need to reference both core.js and sp.js - it depends upon which version of SharePoint you're using - see my answer below.

Also not sure if using inplview.js is a good idea if you don't actually need anything in it. Should be able to fix this by referencing either core.js or sp.js depending on sp version (see my comment in orig. question)
