comment Can we use HTML 5.0 and css 3.0 on non-publishing site e.g Team site?
@TiagoDuarte Brand SharePoint “The Right Way” – Master Pages (Part 2) from the comprehensive guide on Branding. In my experience, this is what is best practice and what is asked in the question. You can do it in other ways too, but then I don't answer the question.

@user17251 If they want true branding using HTML5 and CSS3 I'd really go back to the customer and try to get the feature activated. Otherwise your stuck with non-industry-standard branding and a technical dept that will be costly to get out of.

comment How to make documents, listitems, websites low ranked in the search result?
@Ola Most certainly, but unfortunately I haven't done this in PowerShell or managed code, so I don't have any code to share.

comment Filter by “Created by” is not working
@ChandraShekhar I think you can edit the XSLT-file and handle these users as well. The problem is I haven't found any solution to fit your question. I've found a way to solve the issue with groups but not internal vs. external users. I believe though that one can start with these suggestions and fix the views in SharePoint Designer.

Are you trying to restrict external users from seeing internal documents, or do you just want to filter the documents - but there's really no harm if they see anything else? I'm trying to understand if this is a permission question or a filter question. It's two different things.
