You mean this? sharepoint.stackexchange.com/a/86122/627. Note that in 2013 you don't need any conditionals, just calling Add-PSSnapin "Microsoft.SharePoint.PowerShell" every time should work wonders

It might as well be the loopback problem as @MuhammadRaja points out. This does depend on what type of app you have (SharePoint hosted/Autohosted/provider hosted), but I imagine you have Windows authentication, and so I would use fiddler to compare IE11 NTML authetication compared to how Chrome does it - you might get some clues

I haven't really tried this myself, so you have to follow the links I gave you, and get yourself a big cup of coffee. First things first though, you would have to see if you can get the remote PowerShell to work, and with that change the property. Google for something like "sharepoint 2013 remote powershell" might also help
