It sounds like you might be confused. You would have an exact copy of your SharePoint server(s) and one Domain Controller in this isolated network. You could have a different SQL Server (built new in the isolated network) and restore the appropriate SharePoint databases. If you do that, you'll need to use cliconfg.exe on your SharePoint servers to remap the existing SQL Server name to the new Server/Instance name. This is a really bad idea prone to mistakes. You should build a new farm and restore dbs instead.

You don't. Everything will have the same name, paths, and so forth. This is why you must have an isolated network.

No. In CA, go to Application Management -> Create site collections. Select the Web Application in the dropdown. Give the Site Collection a name. The "URL" will be teams.outdomain.local and in the dropdown, it will simply be "/". Select your template and one or two Site Collection Admins, then create it. You do not have to use this site, it just must exist.

Also 10 pools/20 web apps isn't a hard limit. You can certainly go quite a bit above that with the appropriate amount of memory/CPU. It's just not a very good architecture for performance.
