Bil Simser is an independent Solutions Architect with over 15 years in software development. He has helped build many large-scale mission critical systems along the way. Bil has been a Microsoft SharePoint MVP since 2004 and a member of the MSDN Canada Speakers Bureau. Bil currently lives and works in Alberta, Canada, with his wife, daughter, a Beowulf cluster of computers, every gaming console known to man, and a small menagerie of animals.

Agreed. The only way is to a) save as source files b) edit manifest.xsf (this is the only place where your site will be referenced) and then c) republish the form. While the .udcx files can be stored in a data connection library, where that site is gets written into the manifest file. Stupid Microsoft. Same thing with GUIDs being embedded into udcx files which makes centralizing them ridiculous.

I would seriously reconsider the JavaScript notion. You may not like it, but it's a core part of SharePoint (already in 2007 but even bigger in 2010). JavaScript is really the way to get your site to work dynamically and light it up without having to write C# code. Low impact and easy to maintain. Discarding it is going to just make things more difficult and cause you to have to write server side code for things that don't really need it. SPServices + jQuery + 5 lines of code will get you what you need here.

Okay, check out Eli Robillards WSPSolution project on CodePlex here: codeplex.com/WSPSolution It supports any number of solution packages although you do have to structure your solution a specific way it is a good practice he provides here.
