OK, can you try activating it at the Site Collection (Site Settings > Site Collection Features) first, and then try activating at the Site level? Watch the logs for any errors.

Are you logged in as the site administrator? I've seen these types of errors before when I've not had sufficient permissions.

Check the ULS logs on the server that you are running the feature activation on. I suggest using the excellent ULS Viewer tool archive.msdn.microsoft.com/ULSViewer. Update your answer with any relevant entries.

Yes, in fact when I create the site with no template specified, when I launch the site the first thing I am prompted to do is select a template, and selecting a Team Site works fine.

It seems to be a problem with the template name - when I drop that parameter, the site gets created
