AFAIK - its master page and css for this type of branding, you may decide to use SharePoint Designer for this but try keep it clean and come up with a good master page and alternate css as you have already mentioned.

nice post, agreed it really does depend on what your chosen authentication model is. Abraham - if you can please disclose what version of SharePoint has been implemented and what its chosen authenciation model is (Claims / Classic / Forms / Kerberos) then perhaps the community can give you a better idea.

Is the web application using claims based authentication? Considering its 2013 it will almost force you to use that model rather than the classic mode auth that was the default in 2010

ok so you've change the locale of both the servers regional settings as well as the site / site collection regional settings to be the same and have performed at least one iisreset on the WFE?

might be worth checking the locale on the SQL server as well, I do recall a date issue whereby the SQL server has the wrong locale once
