Not sure SharePoint will do what you want here. Publishing the sites through a reverse proxy such as Forefront UAG, TMG, or ISA 2006/2004 will accomplish this.

I'm curious if you could explain why this requirement exists? The spirit of My Sites is that it is a personal place in the farm where a user has full control over their content. Based on your question, it sounds like it might make more sense to create a library in a site in one of your other site collections (i.e. outside of My Sites) where you can control the permissions.

Accessing the database isn't necessarily not allowed. It is unsupported to make changes to the database, and the tables are not documented because they can (and do) change at any time. The API is preferred for access as it is usually backwards compatible, so if you develop code that references it, it is less likely to break when an update comes out. There is nothing wrong with what you've done, provided you don't go around telling everyone that the only way to get a list of departments is "SELECT ..."

The only documentation I can find is a passing reference about changes made in the Octobet 2009 CU: technet.microsoft.com/en-us/office/sharepointserver/bb735839. I would suggest you test it out. I have never personally restored between architectures so I'm not certain. You're not taking the original farm offline (my assumption is you're creating a second, new environment with all the same data) so there's nothing to loose except time.

Again you select new. The restore isn't restoring like (for example) SQL Server does. Instead, it's really just recreating using the settings you provide and the data that was backed up. It's not very clear at all that this is what is happening so your confusion is normal. ;)
