Then..jQuery doesn't load for visigor. Check how do you include jQuery to site and if jQuery lib is checked-in if hosted on sharepoint. Let us know if this was the issue.

Since this is jQuery feature (collapse the summary link groups ...) look up if jQuery is loaded for this users. Open up console in browser (F12) and try $.fn.jquery or $("div").length ...

Also. check using browser (navigate to site) and verify that there is indeed Styles Library - Publishing Feature must be activated to see this.

Add <URL>/_catalogs/masterpage at the end when you're adding new network drive connection. Also, try Show Hidden Files/Folders from Folder Options in Explorer. Hope it helps. Let us know.

You are probably doing a Design Package and then "deploying" it to production environment? Try just Mapping network drive and then copy/paste .html/css/js - change Content Type on .html file

Yes, just like that. Save it to one of the libraries in Sharepoint (can be any Document library, most of the time Style Library is used or _catalogs/masterpage/<newFolderName> ). CheckIn file after edit. To include reference in masterpage to this .js file you can check this blog post how to do it link and this for showing a link on site link
