There is a difference between the feature and the solution. The solution is what is globally deployed, this just means that the feature in the solution will be available to any site collection. The feature itself is provisioned when you activate it for a site collection. This allows for the features in the solution to be available for new site collections that you create after the solution has been installed.

I've ran your script on my local install of SP2010 and it worked with no problems. What are the versioning settings for the document library? You may not be seeing the file in the UI if it is in a draft state and the library is set to only show drafts to content approvers.

In that case I would re-query the server to refresh the $item variable before printing out the info. It's probably best to do this anyway to ensure you are not just seeing in memory info. BTW I would move the lines $newct = $list.ContentTypes["New FT"] & $newctid = $newct.ID outside the foreach as you only need to assign these variables once.

Do the items require checkout before they can be edited? This would prevent the $item.update call from working, though if that was the case I would expect to see an exception being thrown.

Yes that's true but the field type is equivalent to the value type in the CAML. I have used this before (although not in a SP Designer data source but I see no reason for the CAML to be different) also if you want to verify this you can use one of the CAML generation tools (I use CamlDesigner from camldesigner.com) and it will generate the same code for choice fields.
