Are you referring to a SharePoint Designer workflow? Do you have any software development abilities (this will require it). Would you be open to a non programming solution that adds the document ID as a watermark to the PDF file?

Multiple users shouldn't matter unless you write a really bad solution :-). If you just wish to use client side JS then you probably have to use SharePoint's Client Side Object model to load the PDF in an iFrame and then invoke a print command on the Acrobat ActiveX control (There are some security considerations as by default you cannot send things to the printer from JavaScript). I am making this up on the spot, but by Googling for these keywords you should be able to find parts of your solution.
