So it sounds like writing to the EventLog is out of the question for this process. As for the web.config file, it sounds like I have to come up with another solution. Thank you for your help!

Thank you Alex. On the AttachmentDelete/Deleting events, I'm seeing BeforeUrl as null. On the AttachmentAdded/Adding events, BeforeUrl does contain the filename. Either 3.0 is screwed up or it's me. I'm glad to see it works in 2010 as I would expect it to. Unfortunately, I'm stuck in 3.0 for awhile so I'll have to come up with some sort of work around.

Another great idea but we're not using anonymous access. The users all have AD accounts and must use them to log in. We just don't want those users getting to this data. I really appreciate you taking your time James to help. I'll keep investigating further. Thank you.
