comment How do I enable “Open in Explorer”?
Are you using a version of Internet Explorer? That option would be grayed out with Firefox, Chrome, etc.

comment HttpModule does not register
I personally use the .browser method for publishing sites. I remove the redirects for mobile browsers. Therefore mobile browsers receive the full site. Then I use media queries in the CSS to make my pages look nice in mobile browsers. The biggest downside to this might be file size, but it does allow anonymous access, and will show all the webparts.

comment List view caching on publishing page
If you are a Site Admin you can go to Site Actions > Site Settings. From there in the bottom right should be a section called Site Collection Administration. Click on Site collection output cache. The first couple of items should tell you. Is Enable output cache checked? If so, try unchecking it. That will disable caching. Are the profiles listed for Default Page Output Cache Profile something other than Disabled? If so you can go into the Cache Profiles page (from the site settings page) to see how the profiles are setup.

comment CQWP Audience Targeting Not Working
This is really bugging me because i do this all the time. I am trying to reproduce the issue and cannot. So instead of trying things here and there this is what I did with a new Audience and a new webpart. 1. Create a new Audience. Add the Rules, and Compile the Audience. 2. Added a new CQWP and and checked the two checkboxes in the answer below. 3. Added the Target Audiences existing fiedl to a list, and targeted to my new group. As expected everything worked fine. The only thing that wouldn't make my test work is not compiling the audience.

Are you using a SharePoint Audience or an AD Security Group for your groupings of users?

Are the internal and external URLs different? Do they have the same path? Or, is it just their domains that are different.

comment Issues after an Application Pool Recycle
Just custom, but they don't always fail. Its not always the same ones that fail. With 2 front end servers one of them might have a failed webpart, but the other server works fine. If I recycle the app pool on the failing server it begins to work again. ...and it only seems to happen after the automated recycle.

comment Issues after an Application Pool Recycle
If the webpart errors out I would expect it to do so on both front end servers. That isn't happening. It only errors out on one of them. It's random, not always the same server and seems to only happen after the automated app pool recycle. Otherwise the code works fine. Caching is an interesting observation. We are caching. That I will look into.

comment SharePoint 2010 GAC deployment doesn't update
Tobi led me on the right path to solving my issue. From what I can tell everything that I was doing was correct, except for one step. I never deactivated/reactivated the Feature. After following the same steps I mentioned in my question I just deactivated, then reactivated, the Feature and everything started to working fine. This is an easy thing to I can start to implement with my solution updates. However, why did I never have to do this step before? Thanks to all for the suggestions.

Yes. I also took the wsp, renamed it to a cab file and looked at the contents. The contents are what I suspect they should be (the new stuff).

comment You do not have permission to do this operation
Editing from both a client and directly on the server produce the same result.

Do you have some WebApplication policy that are set on that WebApplication that would give you readonly permission ? > None that we set

comment You do not have permission to do this operation
Could it be that you disabled the SharePoint Designer in the Site Collection Advanced Settings? >> Nothing disabled. Do you have some WebApplication policy that are set on that WebApplication that would give you readonly permission ? > Will check.

Last time I checked it appeared to be correct. I will check again with reflector when I am able to.

Deploying to GAC. Webpart looks at the Reusable Content list for a particular item. No direct calls to an absolute URL or anything like that.
