Good to hear it working! I have no idea how perl handles encoding in it's libraries so at first I thought that you were supposed to send an encoded string like that and it would fix it somewhere down the line before sending the request. Assumption is the mother of all mistakes, right?

No solution to the actual question, but only restricting search to pick up certain items when users can navigate to the content and see it seems like a confusing thing to do. Have you thought about using another discussion list where only the people with "access" have read+ rights?
