Also, I just realized you are doing an <= in the for loop. Change this to just < (see above) and things should start working (assuming you send the right number of fields in your email).

You can choose to launch a workflow instead of deletion as part of the library's retention policy. This allows the workflow to run based on an expiration date.

If this is SharePoint 2010 and the issue is on a page using the minimal.master (like a search page) then there is an issue with corev4.css not loading depending on permissions (it's dependent on the Site Actions menu). You could setup multiple libraries each with their own retention policy. Another, more complicated, option would be to launch a workflow instead of performing the delete and adding your logic there.

If you are using a SharePoint page you could use the query parameter IsDlg=1 to strip out most of the stuff. You could also use the Excel Services REST api to just retrieve the html directly.
