The web part gallery is just like any other list in a Site Collection and is stored in the content database containing the site collection.

comment Thoughts on OCR Solutions for SharePoint?
True, but most of the vendor solutions in this area are designed for large companies that process thousands of documents a day. The performance and hardware integration required by the solutions is extensive, and is reflected in the price.

comment Document ID not showing in document properties
If you create a custom content type that inherits from Document, the child will inherit the Document ID columns as well. I suspect that the fields are being dropped from the content type when it is replicated from the hub because the Document ID service is not enabled on the target.

comment Document ID not showing in document properties
If you are distributed with the content type hub, you must ensure that the Document ID feature is enabled on the hub site collection, and also on every target site collection that subscribes as well.

comment Document ID not showing in document properties
There are 3 columns added to Document content type when you activate the Document ID feature on a site - all of them are flagged as hidden, so despite being on the content type you will not see them - msdn.microsoft.com/en-us/library/ee559302(v=office.14).aspx
