Since it was created by someone else, it's hard telling what they've done. It could be something as simple as changing a URL in an image web part or a link in a CSS file, or something complex like it being programmatically created on deployment of the template. Screenshots will be helpful.

I've seen first hand strange issues with users logging into sites when content databases are marked as offline and not ready and user profile imports not being configured. I brought it on myself in our migration from 2003 to 2007. So while it isn't directly tied to authentication, it can be a possible issue.

After you restore the database, you'll want to test it using the powershell test-spcontentdatabase command, then use the stsadm addcontentdatabase command or do it via powershell. The process is detailed in the TechNet article.

Go to the list, select Settings, List Settings and click on Permissions for this list. If you see a bunch of names with check boxes beside it, that means it's using custom permissions and they can be reset via Actions, Inherit permissions.

Yes, everything should come over without too much trouble if it's minimally customized. You have to make sure you have the prerequisites in place first.
