I dont have a webTemp.xml file where I declare all my configurations. And it is still working. The only thing I would like to know is, which configuration will be used default? In my example above I have 4 (id -1 till 2).

I try that, but it is not working because: The feature of my custom web template is site scoped and the other feature is web scoped.
