comment No .xml files extracted in content migration package (.cmp)
@WaqasSarwarMCSE Unfortunately, I wasn't able to get the above mentioned solution to work. I've tried increasing some file size limits in some config files as well but still not luck. The same result occurs, file downloads but no .xml contents.

revised Web part can't find CSS files
Not trying to be a stickler, but 400 is a Bad Request. 404 is Not Found. We should be precise with error codes to avoid confusion.

comment Products Configuration Wizard - Failed to register SharePoint Services
@WaqasSarwarMCSE Thank you for the fast reply. I have restarted the server multiple times. I also tried running the configuration wizard manually from the console using PSConfig.exe -cmd upgrade -inplace b2b -force and it completed successfully. However, the build number did not increase in Central Admin. I'll try shutting down the services manually before running the wizard and report back how that goes. Thanks for the help.

@WaqasSarwarMCSE Uninstalling Infopath was indeed the trick. I ran into a few other problems along the way, but I got them solved. The configuration wizard now runs completely and successfully. Thanks a bunch. Post your comment to remove Infopath as an answer and I'll accept it.

@WaqasSarwarMCSE I've updated the question with a snippet of the upgrade log that looked relevant. Office 2013 is installed on the server as well.
