You can use Visio and Visio Services. Visio already has a org chart templates that can link to data sources and import pictures from exchange (if desired). there are open API's available that can also be used. The issue has been resolved, "Visio Graphics Service" on Sharepoint server was not running, which was causing this problem. Starting the service resolved it.

Yes, in microsoft visio you will need to enable the developer tab (File->Options->Advanced->Developer Mode) after doing so you will get a developer tab which has a "shape name" button. Click the shape then click the button and you can change that property.
