Cannot open Explorer View with Windows 7 64 bit, IE 32 bit, and WSS 3.0

On one site (portal.blah.com), I can open up a Shared Documents folder using the Action -> Open with Windows Explorer option However, I am unable to do this with my second Sharepoint site ...
