Why can I not stop personalizing?

When I "Personalize this Page", I don't seem to have a way to "Stop Editing". I'd expect such a button under the "Page" of the ribbon, but it's not there. What can cause this?

Adding custom button to ribbon - Button doesn't get displayed

I'm trying to add a custom button to a SP2010 ribbon in the DisplayFormToolbar for a list item. The list is external, although I don't think that matters but still... This is my custom action ...
