New Quick Step doesn't always display

Question

We have two document libraries in a site. In the default Shared Documents library I was able to easily add a New Quick Step button to the view ribbon to fire off a workflow. In the other, although the button appears in SharePoint designer as provisioned, no quick steps are available in the view ribbon.

Are there library or view settings that are incompatible Quick Step buttons?
