I want to have a list called Project Manager where a program manager can add the project Manager's username to this list and it will be added to the site members group. And if you delete the item in the list, they will be removed. I've seen this done before, but I have no idea how to do it.

why do you want to do this can't you just create a Project Manager's SharePoint group with the same level of access with the site members group? –  Ranjoe Santos Jun 28 '13 at 14:53
