When our Site Collection Admin pulls up the master page gallery permissions from the main page in SharePoint 2010 he sees only this message (in place of where permissions are usually listed):

There are no items to show in this view

When I try to edit a page in SharePoint designer (as an owner, not a site collection administrator) I receive the following error when trying to view the page:

The masterpage file 'http://domain.com/site/_catalogs/masterpage/masterpage.master' cannot be loaded. Attach a different master page or correct the problem in code view"

Myself and regular users have no problems viewing the site.

I believe that there is a permissions issue here some how... If the site collection admin cannot see the permissions for the master page gallery then who can? Do we need to call upon a farm level admin? Seems like a strange issue...
