Awhile back we packed our SP 2010 farm to SP1 and Oct Cum 2011 update. Well that introduced the UPS issue with not being able to upload pictures via a user profile or the CA. On our Dev Farm, I installed Dec 2011 CU to rectify that, and I was able to upload pictures directly to user profiles, but I still received an error in when trying to run do the same in the CA. When running ULS I get this, any ideas?

The UPS is there and running, the service association is there as well. Permissions are set.

The thing that sticks out is: Microsoft.Office.Server.UserProfiles.UserProfileApplicationNotAvailableException‌​: No User Profile Application available to service the request. The UPS is functioning, it seems, where else can I look for associations? Also, my select2picture.aspx is in my layouts folder in the 14 hive. –  user14617 Feb 4 '13 at 16:16
    
Have you tried the Feb12 CUs, we've been on that build since May without any issues. You may also want to confirm that you only have one running instance (in a multi server farm this can be an issue. –  Matthew McDermott Feb 5 '13 at 12:58
