Does anyone know of a guide that covers what Mike intends to cover in the second half of this article on setting up Azure ACS with SharePoint 2013?

I have been unable to locate detailed instructions. Based upon Mike's comments in the first part, enough has changed in 2013 that using his old 2010 instructions will not yield a functional result.
