Does anybody know if there is a way in SharePoint 2010 to disable inline editing on a list without resorting to disabling view management (i.e. removing the "Manage Personal Views" permission from users)?

I actually asked a similar question a while back back (see link below) and Mike suggested to use a custom permission level that doesn't let users create views: sharepoint.stackexchange.com/questions/54395/disable-inline-editing-on-a-list

Unfortunately we can't use that solution anymore because it turns out the users still need to be able to create their own personal views. But we still need to prevent them from being able to inline-edit the list.

Background info: we need to do this because otherwise the users can circumvent required fields by creating a view without the required fields and then using inline edit to create a new item and not have to enter in those required fields. I'm surprised Microsoft hasn't addressed this glaring hole already (or maybe they already have in 2013?).
