Bind Sharepoint List Fields with excel columns

Question

Hi i have to bind Excel columns to Sharepoint list Columns and my excel contains not just a simple Grid. It is a template which looks like this :

is it possible to bind this straight forward like we have submit and publish with Infopath Forms??

What is the Best Way to do this :

Excel Serrvices?? Using Rest Excel Services.??
