I have a list with 2 list content types. When the content type is changed and then saved the old file retains the old content type. We are on SharePoint 2007

Our process is the users upload a file as a "draft" content type. When the file is approved the users then go and edit the metadata and change the content type to production. Then they change some data and fill in some new fields that appear with the new content type and save. Unfortunately when they save the changes do not keep the document retains the draft content type.

Does anyone have an idea why this would be happening. I am not sure what other info you may need to let me know and I can supply more if needed.
