How done the ASPX site in sharepoint and add it to the folder 14 Layouts

I done this like here: http://www.codeproject.com/Tips/312544/How-To-Add-Custom-ASP-NET-Page-Using-Layouts-Folde ,but it don't ad my CloseModal.aspx to the folder 13. I don't have dot a text File in the Template of Visual Studio so I use ASPX aplication site
